This Ministerial Decree establishes the modalities of carrying out state control over land tenure and land protection by the authorized state land institution and local self-government. This Methodical Instruction is destined for hygienic institutions and has as its purpose assessment of soil pollution with a view of data collection related to the degree of soil pollution and prognosis of its impact upon quality of foodstuffs of plant origin. Assessment methods shall be applicable to agricultural land and the basic method shall be translocation assessment of hazardousness indices due to the presence of concentrated hazardous substance in soil. Methodical Instruction contains arithmetic formulas for calculation of hazardous substances in soil.

This Presidential Decree establishes the modalities of preparation of documentation, registration and issuance of certificates for land plots allotted in ownership, tenancy and lease to natural persona, legal persons of Turkmenistan and foreign states, and also to foreign states and international organizations. Land plots can be conceded in ownership to Turkmenistan nationals for subsidiary smallholding in rural areas, and for individual housing construction in the towns and townships.

This Order establishes that transfer of unforested land to forested land within state forest fund shall be carried out by public forest owner in accordance with the modalities set by this Governmental Order. Felling areas, burnt forest areas, grassy glades and areas of dead vegetation shall be subject to transfer to forested land category after afforestation and reforestation arrangements or natural afforestation and reforestation. Transfer shall be carried out after inspection of the areas by the officials of the authorized forestry institution.

This Ministerial Decree establishes that allocation of the plots of land destined for setting up and extension of protected areas of the national and local significance shall be carried out in accordance with the programmes of development of the system of protected areas and ecological networks and natural and scientific substantiation. Land allocation decisions shall be made by provincial administration and local self-government.

This Ministerial Decree establishes the modalities of allocation of the plots of land covered by territorial and inland waters of the Caspian sea of the Republic of Kazakhstan for the construction of artificial installations, including harbour facilities. The aforesaid plots of land shall be conceded on lease for the period of 49 years. Concession and transfer of land shall be carried out by the local self-government by agreement with the respective water basin inspections.

This Ministerial Decree establishes the modalities of keeping plot of land, common (joint) property of condominiums. It establishes mandatory compliance with environmental safety standards in the place of disposal of domestic waste, sanitation and cleaning service of land plots pertaining to condominiums and amenity planting. Joint owners shall ensure conservation of greenery and keeping land plots in accordance with the established ecological standards.

This Ministerial Decree establishes the modalities of determination of value (standard price) of agricultural land used for setting start-up price for sale of land in private ownership, conclusion of mortgage contract and formalization of land based credit, compensation for expropriation of land and setting lease price. Standard price of agricultural land shall not include value of constructions and other objects of immovable property located thereon. The whole agricultural land area shall be subject to determination of standard price.
