This Ministerial Decree establishes the modalities, terms and conditions of concession of right of ownership or lease of urban land for payment related to public and municipal land. Concession of urban land in ownership can be carried out through direct sale of land. The provisions of this Decree shall not be applicable to concession of the plots of land free of charge.
This Ministerial Decree establishes terms and conditions for allotment in ownership or on lease on plots of municipal land for payment through public tender or through direct sale. The period of ownership or lease can be conceded for at maximum 50 years and the exact period of ownership or lease shall be established by the authorized state institution.

This Ministerial Decree establishes the requirements for licensing land surveys and topographic, geodetic and cartographic activities. Licensing of topography, geodesy and cartography shall be carried out by the central body of the authorized state institution for land resources. Licensing of land surveying shall be carried out by the local self-government branch of the of the authorized state institution for land resources. Licences under this Decree shall be open-ended and non-transferable.
This Ministerial Decree establishes the modalities of state supervision in the sphere of geodetic and cartographic activities for the purposes of: (a) ensuring compliance with relevant legislative acts and technical requirements; (b) correct mapping of national borders; and (c) keeping the national map of administrative boundaries and updating of changes in the locations and names of geographic objects.
The Government decrees to validate the Regulation and the form of the land share certificate. The General Meetings of the collective farmers are recommended to be guided by this Regulation in the process of reformation of their collective farms. In the process of privatisation of the state agricultural enterprises, their workers are authorized to sell or transfer property shares and to let other members of the work collective have the proper land share on bilateral contractual basis for the use of these shares in agricultural production.

It establishes the modalities of determination of the degree and level of secrecy of the lists of natural coordinates in relation to publication of maps of internal territory.
This Ministerial Decree validates the Regulation on transfer in lease and management of pastures and the form of contract for transfer of the plots of pasture areas. It classifies pastures as: (a) pastures for transhumance; (b) pastures for intensive management; (c) pastures located between transhumance areas and fixed pasture areas; and (d) pastures of the inhabited areas. All pasture areas shall be mapped and shall have boundaries designated afield.
Item 14 shall be amended to add the following wording: “The provisions of this Regulation shall be applicable irrespectively of the form of property and/or ownership of the plots of land on which sites subject to licensing are located”.
