    This Methodical Instruction is destined for hygienic institutions and has as its purpose assessment of soil pollution with a view of data collection related to the degree of soil pollution and prognosis of its impact upon quality of foodstuffs of plant origin. Assessment methods shall be applicable to agricultural land and the basic method shall be translocation assessment of hazardousness indices due to the presence of concentrated hazardous substance in soil. Methodical Instruction contains arithmetic formulas for calculation of hazardous substances in soil.

    This Ministerial Decree establishes the modalities of land reclamation, soil rehabilitation and subsequent re-utilization thereof for agricultural, forestry and other purposes. Objects of reclamation shall be disturbed land that after a complex of land reclamation arrangements shall be returned to land tenants. Land tenants that accept returned reclaimed land and rehabilitated soil shall be responsible for restoration of soil fertility by application of fertilizers and sowing of agricultural crops, and also for timely return of land to agricultural production.

    The Government, in accordance with Code on subsoil and processing of mineral resources decrees to validate the Regulation. This document determines objects, duties, rights and establishes the liability of the authorized institutions of state control over protection and use of subsoil. This Regulation is obligatory for all juridical and physical persons irrespectively of the form of property and departmental affiliation that carry out geological survey, mine workings (including hydro-mineral resources) and processing of mineral resources or use subsoil for other purposes.

    The State Committee on land Reform shall present the concept of the realisation of land reform to the Cabinet of Ministers. This Committee shall collaborate with series of central and local authorities and non-governmental entities in carrying out measures of land reform regarding special funds, payment for land, ertc. Executive committees on regional, municipal and district level shall work out specific measures for the transfer of agricultural land currently used by citizens, cooperatives, farms, etc.

    This Law to which this Decree refers specifies and regulates separately common leases, including lease of land and natural resources, leases of enterprises, and leases by citizens. Leaseholders having entered into lease agreements before the entry into force of the Law shall have the right to carry on their relationship according to agreement concluded before 1 January, 1991. Various local authorities are charged to render assistance in transforming state enterprises into leased enterprises.

    The Cabinet of ministers of the Republic of Kyrgyzstan shall be charged to establish the procedure for restructuring of non-effective kolkhozes, sovkhozes and other agricultural enterprises before August 1, 1991. The local Soviets of peoples' deputies in the course of the land reform shall allocate the land plots from the special land stock into possession of individuals and agricultural cooperatives. (3 articles)

    Lessees who have entered into lease relationships before the effectuation of this Law shall be entitled to conduct their economic activity in compliance with lease contracts entered into before December 31 of 1989, and those who entered into lease relationships from January 1, 1990 shall conduct their activity in compliance with Legislation Fundamentals of the Soviet Union and Union Republics on Lease. Various tasks are assigned to the executive forces in relation with the implementation of provisions of the Law on lease.

    This Ministerial Decree establishes the modalities of issuance of data on immovable property from the Unified immovable property registration system and, in particular, information on registered ownership right to immovable property, including land plots. The aforesaid information shall be issued for fee. The issued information can be used for attesting one’s right of land shares and agricultural land but cannot be used land transactions. Annexes 1-8 contain the forms of certificates of immovable property, including land plots.

    This Governmental Decree establishes that objects of historical and cultural heritage shall be construction, memorial sites related to historical events in the life of society and development of society and the state, that represent historical, scientific, artistic and other value. State management in the sphere of historical and cultural heritage shall be performed by the Government through authorized state institution.

    This Ministerial Decree sets forth the modalities for the accurate determination and mapping of the effective position of coastlines. The crossline between the surface of surface waterbodies (seas, lakes, rivers, ponds and water reservoirs) and the surface of dry land shall be established depending upon the determined water edge. Effective position of sea coastline shall be established at the maximum level of high tide and in the absence of such phenomenon in accordance with the surf line.
