This Order establishes safety requirements related to storage and storage facilities, and transportation of pesticides and agrochemicals for agricultural uses. Pesticides shall be classified in four classes in accordance with hazardousness risk: (a) extremely hazardous; (b) highly hazardous; (c) limitedly hazardous; and (d) low hazardous. Application of pesticides shall be regulated by the list of pesticides authorized for application on the national territory. It shall be strictly forbidden to increase rate of application of pesticides and increase frequency of application thereof.

This Order establishes the modalities of organization and carrying out land valuation activity, legalization of outcome thereof and access to information on land valuation. Land valuation shall be considered inventory of land areas in accordance with soil quality for subsequent cost valuation of agricultural land, land survey and stimulation of rational and efficient land management. Object of land valuation shall the plots of land with the defined legal status as established in land cadastre. Subject of land valuation shall be landowners, tenants and lease holders of agricultural land.

This Order specifies elaboration of land reclamation projects related to soil cover disturbed by mining, exploration, construction and other works. Elaboration of land reclamation projects shall be subject to licensing. The following factors shall be taken into consideration in the process of elaboration of land reclamation projects: (a) natural conditions; (b) prospects of land use planning; (c) actual or foreseeable state of disturbed land; (d) agrochemical or agrophysical properties of soil; and (e) environmental protection requirements.

This Order establishes that land survey practices shall be carried out either by decision of local executive bodies or by application of the owners of the land plots in question, or by initiative of the territorial bodies of the Land Management Agency. Land surveys shall be carried out in accordance with contracts with the person(s) in possession of the land survey licence, in the following order: (a) preparation; (b) elaboration of land survey project; (c) examination, coordination and validation of land survey documentation; and (d) execution of the land survey.

This Order establishes the modalities of legalization and registration of purchase and sale of the plots of agricultural land between the citizens of Kyrgyzstan and in case of expropriation of thereof from the persons who cannot own them in accordance with the legislation. Transactions with agricultural land shall be subject to compulsory state registration without notarial certification. In case of purchase and sale of a plot of agricultural land vendor and buyer change the purposeful use thereof on their own initiative.

This Order establishes that officials of land survey service shall be at the same time state land inspectors. In the process of inspection state land inspectors shall control availability of land certificates and shall ensure remedial actions for the removal of the violations of land legislation. The Parliament decrees to establish that Land Code shall be applicable to land relations beginning from December 1990, except for land relations envisaged by the articles 37-40 of Land Code to which the provisions of Land Code shall be applicable from 1 January 1991. Citizens who are not workers of agricultural enterprises and legal persons who are provisional tenants of the plots of agricultural land allotted thereto by agricultural enterprises before 1 December 1990 shall maintain the right of land tenure and land ownership.

This Parliamentary Decree establishes terms and conditions for concession on lease of agricultural land pertaining to the stock of agricultural land subject to re-distribution. Concession of the plots of agricultural land shall be carried out through tenders, the winner of which shall conclude lease contract within ten days from the date of conclusion of tender. Lease holder shall be prohibited to manage land plots prior to mapping on the boundaries in-situ and issuance of certificate for temporary land tenure.
