The document consists of III Sections that contain 10 Paragraphs. Section I lays down the general provisions. Section II establishes the requirements for the valuation of contracts on the use of subsoil for taxation purposes. Section III determines the modalities of valuation.

This Ministerial Decree establishes the regulations on conservation of degraded agricultural land and land infected with pests and plant diseases with a view of soil rehabilitation. It shall not be applicable to disturbed land allotted for mining and mineral extraction. Identification and localization of degraded, polluted and disturbed land, and the plots of land infected with pests and plant diseases shall be carried out by the local executive body on request of landowner or land tenant.

The purpose of the state supervision shall be to enforce the rules and regulations on land use, to ensure the correctness of keeping the state land cadastre and land use planning and carrying out the arrangement on the rational land management and soil conservation. The state supervision shall be the competence of the national land institution. The state supervision shall be based on: (a) quality control of land; (b) purposeful land use control; (c) enforcement of land legislation. The state supervision shall be carried out in the form of inspections.

Plots of land subject to radioactive contamination and not ensuring crops complying with sanitary requirements and norms shall be subject to removal from the category of agricultural land. Expropriation of the aforesaid category of land from owners of the plots of land and non-public land tenants shall be carried out in legal form while expropriation from state land tenants shall be carried out by decision of the competent body.

The document consists of 9 Parts. The grounds for reserving land for protected areas shall be programs of development and distribution of protected areas validated in accordance with the established modalities. Plots of land destined for protected areas shall be surveyed on site by a special commission with the participation of landowners concerned. The results of on-site survey shall be legalized in the form of act with the enclosure of survey map.

The wording “Identification of land tenants” shall be substituted with the wording “Cadastre number of extraneous land plots”. In the Annex 2 related to provisional free-of-charge tenancy of land plots shall be inserted the wording “within the boundaries of land plot (cadastre number).”.

This Ministerial Decree establishes the modalities of keeping the state land cadastre, land registration and granting access to information thereof. The purpose of keeping the state land cadastre shall be to provide the state institutions, natural and legal persons with general information on land and on particular plots of land. Registration and storage data unit shall be the information on a single detached plot of land. The cadastre shall contain data on landowners and land tenants.
