The ongoing use of landscape-based conflict commodities — diamonds and other minerals, timber, wildlife, etc. — to finance wars continues to evolve. The success with which such commodities can be transacted to support militaries, militias and insurgencies has led belligerents to innovate with additional commodities. Housing, land and property (HLP) rights within war zones have belatedly joined the list of conflict commodities that are subject to transaction, and to such an extent as to warrant significant concern.

Efforts to thwart the trafficking of conflict commodities to finance wars constitute an ongoing endeavour. As specific approaches become effective for certain commodities, belligerent actors pursue new forms of exploitation. The trafficking of housing, land and property (HLP) rights in war zones has now reached a pervasiveness, lucrativeness and severity to warrant significant attention on the derivation of countermeasures.

How do authoritarian populist regimes emerge within the European Union in the twenty-first century? In Hungary, land grabbing by oligarchs have been one of the pillars maintaining Prime Minister Orbán’s regime. The phenomenon remains out of the public purview and meets little resistance as the regime-controlled media keeps Hungarians ‘distracted’ with ‘dangers’ inflicted by the ‘enemies of the Hungarian people’ such as refugees and the European Union.

After the collapse of the former Soviet Union and the end of the latest Balkan wars, countries in Southeastern Europe had to reorganize their land management and land administration systems. Whereas in the Caucasus region privatization and first property registration were the main challenges, in the former Republic of Yugoslavia, essential objectives were the return of collectivized, confiscated property through restitution or (re)distribution, as well as the updating and harmonization of traditional land registry and cadaster systems and their conversion to modern systems.

Throughout the Netherlands, land owners (or their lessees) use adjacent public or private land without any right. There is, however, no scientific empirical data on how often and where land is illegally used. On the basis of empirical case studies, this research has the following aims: make an estimate of how often illegal land use occurs in the Netherlands; which kind of land is illegally used; in what kind of spatial context it is illegally used; and for what purpose it is illegally used.
