أعد هذا الدليل لمساعدة المتخصصين في حيازة الأراضي وفي الإدارة العقارية لمن يشتركون في إعادة بناء نظم الحيازة والإدارة العقارية في بلدان خرجت من صراع عنيف. وفي هذه الظروف يكون توفير أمن الحصول على الأراضي أمرا شديد التعقيد. والمعتاد أن تؤدي الصراعات العنيفة إلى نزوح كثير من الناس. وفي نهاية الصراع قد يجد العائدون إلى ديارهم أن أرضهم في أيدي آخرين. وقد تكون هناك عدة مطالبات مشروعة تتنافس على نفس الأرض وذلك بسبب تتابع موجات النزوح - وقد لا يستطيع كثيرون استرداد أراضيهم ويضطرون إلى الاستيطان في مكان آخر.

تقرّ الخطوط التوجيهية الطوعية بشأن الحوكمة المسؤولة لحيازة الأراضي، ومصايد الأسماك، والغابات، في سياق الأمن الغذائي الوطني بأنّ الاستثمارات المسؤولة التي ينفّذها القطاعان العام والخاص أساسية لتحسين الأمن الغذائي، وتدعو إلى استثمارات تصون مستخدمي الأراضي ومالكيها من خطر نزع ملكيتهم لحقوق الحيازة المشروعة. ويوفّر هذا الدليل الفني توجيهات مفصّلة للسلطات الحكومية المنخرطة في جهود تشجيع الاستثمارات والموافقة عليها ورصدها في جميع مراحل دورة الاستثمار، بشأن الإجراءات التي يمكن اتخاذها لإرساء بيئة مؤاتية للاستثمارات المسؤولة والمستدامة.

As such, this article highlights the extreme nature and scale of gang violence in the Northern Triangle countries of Central America, which has resulted in substantial forced displacement of affected populations.

Peer-reviewed publicationJanuary, 2022HungaryThe paper examines the applicability of the concept of ‘generation rent’ in the ‘super-homeownership’ housing regime and better-off focused welfare regime of Hungary. Available official statistical and survey data show the increase in private rentals among young households, and the appearance of private rental housing as a potential longer-term solution in the attitudes of young people towards housing. In the Hungarian context, the strong role of intergenerational transfers in access to home ownership and public housing policies contribute to the development of a ‘generation rent’.

The current paper looks at how land grabbing has emerged as a topic that fits the Euroskeptic populist discourse in Romania, despite the high levels of trust in the European Union that has characterized the country ever since its EU accession in 2007.
