This Order defines the ecological requirements for the drawing up and implementation of territorial and urban development plans and investment projects. The text consists of 40 articles and transitional and final provisions divided into 5 Chapters: General principles (I); Ecological requirements for Territorial and Urban Development Plans (II); Ecological requirements for investment projects (III); Ecological expert opinion of Territorial and Urban Development Plans and investment projects (IV); Ecological requirements for the process of applying Territorial and Urban Development Plans and investment projects (V).Provisions of Chapter II outline basic requirements for Territorial and Urban Development Plans; various assessments and analysis of the existing state and forecasts shall be carried out and a synthetic scheme and programme of environmental protection measures drawn up. For investment projects the preparatory work consists of "pre-planning studies" phase containing "ecological decisions", a "technical plan" phase consisting of "environmental protection and restoration", and a work plan phase involving "environmental protection and restoration" (Chap. III). The expert opinion provided for in Part IV shall be made pursuant to the Law on Territorial and Settlement Development.
