El presente Decreto establece procedimientos administrativos especiales agrarios de clarificación de la propiedad, delimitación o deslinde de las tierras de la Nación, extinción del derecho de dominio, recuperación de baldíos indebidamente ocupados o apropiados, reversión de baldíos adjudicados, de competencia del Instituto Colombiano de Desarrollo Rural (INCODER).

La presente Ley regula las condiciones básicas que garantizan la igualdad en el ejercicio de los derechos y en el cumplimiento de los deberes constitucionales relacionados con el suelo; asimismo establece las bases económicas y medioambientales de su régimen jurídico, su valoración y la responsabilidad patrimonial de la administraciones pública en la materia.

This Ministerial Decree required the valuation of damages for harm caused to agricultural land and forests by the allotment of land.

Article 6.1 shall be amended to add the following wording: “Plot of agricultural land allotted on lease on condition of permanent (open-ended) land tenure as a result of renewal of lease contract or renewal of the right of hereditary possession of such land with the right of lease can be purchased in ownership by lease holder at the cost of 15 percent of cadastre value of such plot of land”.

This Ministerial Decree regulates the sale by auction of the right to lease land and the modalities for transferring the land post-auction. Land lease auctions shall be held by local self-government authorities or authorized state land institutions. Plots of land proposed for transfer by lease shall be registered in the unified state register of immovable property.

This Ordinance introduces a tax on the ownership of property including land. It also provides for the valuation of property, exemptions from taxation, recovery of taxes, appeals and the administration of provisions of the Ordinance.Conservation land and land designated as heritage property shall be exempted from taxation. The Chief Valuation Officer shall maintain a Valuation List of property.

This Presidential Decree regulates the transfer of land owned by legal persons, including enterprises with foreign investments. It does not apply to non-residents. Transfers of land shall be carried out for payment by decision of the President. Proceeds from sale of land shall be used for soil conservation, improvement of soil fertility and land surveys.

The scope of this Regional Law shall be to set forth the conditions for the breeding, keeping and protection of bees, and also for protecting legal rights and interests of natural and legal persons carrying out apiculture. State support to apiculture shall be granted in accordance with regional programmes related to state support of agricultural activity.

This Circular defines a number of contents of land compensation, property compensation, resettlements support and arrangement policies. Moreover, it provides for the organization of the compensation, support and resettlement when land is recovered by the State for cases prescribed in Decree No.

Article 3 shall be amended to add the following wording: “The amount of lease payment for land plot destined for performance of social activities, and also in other cases envisaged by the federal legislation shall not exceed the amount of land tax calculated for such plots of land”.

This Decree establishes the modalities of transfer of recultivated land suitable for agricultural use, forest management and fisheries, to landowners and land tenants extracting minerals and peat, and also carrying out exploration, prospecting and other activities related to land disturbance. The period of biological recultivation of land must not exceed five years.

This Ministerial Decree establishes the modalities of mapping on site of the boundaries of land reclamation objects. Mapping shall be carried out in accordance with cadastral data of land reclamation objects. Instalment of landmarks shall be carried out in the presence of servitude established in accordance with civil and land legislation.
