La presente Ley, que consta de 18 artículos, dispone que el Instituto de Desarrollo Agrario llevará a cabo programas múltiples de titulación de tierras en zonas del país determinadas por la Junta Directiva de ese Instituto y que sean parte de las reservas nacionales; asimismo donde exista por lo menos una proporción del 20 por ciento de poseedores de fincas no inscritas en el registro público y cuyas cabidas no sean superiores a 300 hectáreas (art. 1º).
This Code embraces an extremely comprehensive range of issues relating to land use and management.
The Act provides for the compulsory acquisition of land and the compensation of losses resulting from such acquisition. Section 5 provides for the acquisition of private land by persons requiring such and not having been able to acquire the land by private agreement. In accordance with section 6, the Minister may issue an investigation notice in respect of land likely to be compulsorily acquired. Section 8 provides for notices of compulsory acquisition to be published in the Gazette and two daily newspapers.

The Ordinance is divided into the following Parts: Preliminary (I); Country Lands (II); Town Lands (III); Native Lands (IV); Registration (V); Part VI has been repealed; Collection of Land Revenue (VII); Demarcation and Survey (VIII); Trespasses and Penalties (IX).The entire property in and control of State land or land reserved for a public purpose is vested in the Government. Subject to any general or special direction of the Minister, the Director of Lands and Surveys may alienate State land, according to the terms and conditions established in this Ordinance.
This Regulation implements parts of the Reindeer Management Act whose scope is to improve the living standards and the opportunity of earning of reindeer breeders. Chapter 2 concerns the acquisition of land and the use of acquired land in accordance with the Disposition Plan and directions of the District Offices for Rural Activities. Chapter III prescribes certain conditions in relation to loans for the purchase of land. Provisions of Chapter IV specify conditions and terms for loans and grants which may be approved under the Act. Chapter V provides for support of reindeer slaughtering.
The scope of this Act is to improve the living standards and the opportunity of earning of reindeer breeders. The Act provides them with the possibility to acquire or to exchange lands which may be used for the purposes indicated in Act 590/69 and in the Act relative to Agricultural Production Units (188/77). The Disposition Plan for the land acquired shall be in accordance with provisions of Act 188/77 relating to such plans, and shall be drawn up in accordance with section 13. The Plan shall be submitted to the District Agricultural Offices.
Reindeer breeders may acquire or exchange lands that shall be used for the purposes indicated in Act 590/69 and in the Act relative to Agricultural Production Units (188/77). Amendments mainly concern rules on the purchase of land and terms and conditions of loans that can be used for purchase of land or electrification works. The price for the purchase of land shall be paid within 30 years and the interest rate shall be 4 percent (sect. 21).
