State Committee on Land Survey is a state institution responsible for the state and elaboration of the common state policy in the sphere of land relations and carrying out land reform. State Committee on Land Survey is authorized to carry out its functions directly, through its local branches and land-surveyors of local self-government.

This Decree establishes the modalities of unifies calculation of the value of urban land in Riga from the moment of entry into force of the new zoning on land. Cadastre value shall be calculated in accordance with immovable units and land plots registered in the State cadastre of immovable property. State Land Service shall perform calculation of cadastre value in accordance with this Decree.

This Decree establishes the modalities of updating cadastre value of immovable property by re-evaluation of land and immovable property units pertaining thereto on the basis of amendments and modification of data related to specific land plot. Updating cadastre data shall be performed by State Land Service.

This Decree regulates the modalities of determination and classification of specific types of the purposeful use of land with a view of calculating land taxes, Specific purposeful uses of land shall be registered in land cadastre.

This Ministerial Decree establishes the modalities of valuation and re-valuation of land plots by the Committee on Land Resources, Geodesy and Cartography and legal persons subordinated thereto.

This Decree establishes that land servitude shall be established for passage through adjacent, and when necessary through another land plot, laying electric power lines, communication cable and pipelines, ensuring water supply and land reclamation, and also for other needs that cannot be ensured without the establishment of servitude.

This Decree establishes that the scope of primary cadastre registration of land plots and state registration of land rights with a view of updating and collecting new information on area of land plots, location thereof, and registration of the payers of land tax.

This Decree establishes price formation on land plots registered in state land cadastre and regulates access to information of state land cadastre. Register of land prices shall be an integral part of state land cadastre and shall contain data on the prices of land plots and immovable property.

The purpose of the Decree is urban land valuation for the establishment of cadastre value. The object of valuation shall be plots of urban land registered in state land cadastre. Land valuation shall be carried out periodically as of 1 January of the current year.
