This Law shall regulate the procedure of land reform and land privatisation.

This Law shall determine types and organizational forms of enterprises, rules of their foundation, registration, re-organization and liquidation, and organizational mechanism to conduct their business under conditions of transition to the market economy.

This Law shall specify the general legal, economic and social provisions of executing entrepreneurial activity (entrepreneurship) by citizens and legal entities within the territory of Ukraine and establish guarantees of freedom of entrepreneurship and its state support.

Section 15 is amended and provides for the registration of the Tea Small Holdings Societies.

The Supreme Soviet decrees as follows: 1). to put into effect the law regarding the right to land property from the 1st of September 1993; 2). till the conformation of the legislation of the Republic of Belarus to the law regarding the right to land property the effective legislative acts must be used to the extent that they do not contradict the aforesaid law; 3).

The present Law establishes the form of land ownership, the base of origin, changes and cessation of land ownership, regulates the order of realization of the rights and the duties of landowners. The land relationship connected with privatisation of buildings, structures, and constructions belonging to state property are regulated by special acts related to land legislation.

This Law institutes a system of land taxation which shall apply to all landowners, land users, including lessees and landed proprietors. Land tax revenues shall be used to pursue the objectives of rational use of lands, land-use planning, improvement of land quality, conservation and social development. Tax rates are determined according to quality and location of land plots.

This Act provides for the establishment of coastal management program and the designation of coastal zone and special management areas and related matters. The American Samoa Coastal Management Program (ASCMP) is established as an office within the Executive branch.

Section 45 of the Town Planning Act (Regulation making powers of the Minister) is amended by: (a) numbering the existing provision as subsection "(1)"; (b) adding the following provisions as subsections "(2)" and "(3)" respectively: "(2) Without prejudice to subsection (1), the Minister may make Regulations prescribing fees to be paid to the Director in respect of applications for approval of a

The purpose of this Act is to establish a real estate transaction order by providing matters pertaining to special cases relating to real estate registration. Provisions for applying for registration of transfer of property are defined in article 2.

The Law provides for land cadastre registration and the creation of the National Cadastre. It sets forth extensively the administrative procedures (up to the initial registrations of properties at the land logbooks) and lay down the guidelines for dispute settlements.
