Mediante la presente Ley se establece el Programa de promoción y arraigo de puesteros en tierras no irrigadas de la Provincia de Mendoza, cuyo objetivo primordial es integrar a los pobladores de las zonas áridas al programa de crecimiento productivo provincial, propendiendo al mismo tiempo al acceso a la propiedad de la tierra.
