Perceived tenure security

Property rights are a cornerstone of economic development and social justice. PRIndex supports the achievement of secure property rights around the world by creating a baseline global dataset measuring individual perceptions of tenure security. The first round of PRIndex surveys measured perceived tenure security using the following two questions:

  1. Question: Do you think it is at all possible that you, personally, could lose the right to live in this home against your will in the next five years? “Against your will” means you are not given a choice and you have to stop living in this home.
  2. Question: [If “yes” to question 1] Do you think this will probably happen in the next five years, or not?

Based on the combination of the answers given to these two questions, respondents in each country were classified into three tenure security categories: SecureSomewhat insecure; and Very insecure.  This indicator can be broken down further for two specific groups, namely homeowners and renters.

The indicators presented here on the Land Portal represent only a fraction of the data collected and additional information about the PRIndex methodology can be found in the first PRIndex report.
