This Law, consisting of ten Chapters, regulates the following aspects related to vacant, fallow and virgin lands as follows: Name and Definitions (Chap. Article 6 shall be amended to add the following wording: “Extension of the period of validity of concession agreement, concessor (public partner) of which is a subject of the Russian Federation or a municipal unit shall be performed subject to approval by anti-monopoly body. The Government of the Russian Federation establishes the grounds for extension and the modalities of approval by anti-monopoly body”.

Decree No. 342 of the Cabinet of Ministers validating the Regulation on cadastre valuation of urban land in Riga.

This Decree establishes the modalities of unifies calculation of the value of urban land in Riga from the moment of entry into force of the new zoning on land. Cadastre value shall be calculated in accordance with immovable units and land plots registered in the State cadastre of immovable property. State Land Service shall perform calculation of cadastre value in accordance with this Decree. The following data shall be used for land value calculation: (a) cadastre denomination; (b) land area; (c) purposeful use of immovable property; and (d) encumbrances and use restrictions on land.

This Decree establishes the modalities of updating cadastre value of immovable property by re-evaluation of land and immovable property units pertaining thereto on the basis of amendments and modification of data related to specific land plot. Updating cadastre data shall be performed by State Land Service. The period of updating shall be from 1 January to 31 December in cadastre were registered modification of the following data: (a) land area; (b) purposeful use of land; (c) types of uses and land area; and (d) encumbrances and use restrictions.

These Measures are developed in accordance with the Budget Law of the People's Republic of China and other laws and regulations and the relevant provisions, aiming at strengthening the administration of subsidy funds of the central treasury for the confirmation, registration and issuance of certificates on the right to the contracted management of rural and enhancing the fund use efficiency.
