En este tercer cuaderno sobre el monitoreo del derecho a la alimentación se presentan las necesidades de información para el monitoreo, los métodos de recopilación de la información, los sistemas de información y bases de datos para el monitoreo y la difusión de la información. El contenido de este cuaderno de trabajo está basado en la guía “Métodos para monitorear el derecho humano a la alimentación adecuada (volumen I y volumen II)”.

The project “Community level legal education and support to help rural women secure and exercise land and resource rights, and address HIV-AIDS related tenure insecurity - GCP/MOZ/086/NOR”, hereinafter abbreviated as GCP/086, is the most recent of a series of FAO initiatives implemented, to a large extent, in partnership with the Juridical and Judicial Training Centre (CFJJ) of the Ministry of Justice of the Republic of Mozambique as well as in partnership with a number of National NGOs. GCP/086 started in March 2010.

This paper represents part of an area of work which analyses access to natural resources in Mozambique. An initial paper examined the extent to which Mozambique’s recent regulatory changes to natural resource access and management have had their intended effects (LSP Working Paper 17: Norfolk, S. (2004). “Examining access to natural resources and linkages to sustainable livelihoods: a case study of Mozambique”). This paper is complemented by LSP Working Paper 27: Tanner et al. (2006). “Making rights a reality: Participation in practice and lessons learned in Mozambique”.

This Information Brief provides concise and practical information on a crucial governance issue in view of implementing the Voluntary Guidelines on the Responsible Governance of Tenure (VGGT). It offers a right to food perspective on the governance of fisheries. In light of the endorsement of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT), this Information Brief aims to provide concise and practical elements for a responsible governance of tenure.

This edition of the Land Tenure Journal features a selection of articles from Central and Eastern Europe to Francophone and Anglophone West Africa, through East Africa and back to Northern Europe. The focus of the topics spans land consolidation approaches in Europe, experiences of land colonization and an overview of tenure reforms in Burkina Faso, post-conflict land policy in Liberia, land reform in Malawi, and community commons in Norway.

Obrar de conformidad con las Directrices voluntarias sobre la gobernanza responsable de la tenencia de la tierra, la pesca y los bosques en el contexto de la seguridad alimentaria nacional puede servir a los inversionistas para comprender y gestionar mejor los considerables riesgos financieros, jurídicos, operativos y de reputación que son inherentes a las inversiones en activos basados en la tierra.

Ce document analyse la gouvernance foncière dans les divers pays d’Afrique centrale en relevant des problèmes communs et des mesures entreprises par les Etats. L’étude reconnaît que la corruption, la non application des lois, l’abus de pouvoir ou la confusion des rôles transparaissent dans la plupart des pays et représentent des défis majeurs pour l’application des principes de bonne gouvernance.

The report deals with land tenure issues in Lebanon and analyzes major problems facing sustainable agriculture in view of natural setting, prevailing practices and existing legislation. Lebanon consists mainly of rugged mountainous regions with slopping and steep lands. The population of Lebanon in 2007 was 4 million with 407,362 residing in Beirut, the administrative capital of Lebanon. One of the main problems in land tenure and land management issues is the cadastre where a significant part of Lebanon is still outside the cadastre (North Bekaa, East Mountains).

As Diretrizes Voluntárias sobre a Governança Responsável da Posse da Terra, das Pescas e das Florestas no Contexto da Segurança Alimentar Nacional mencionam explicitamente os pastores como utilizadores das Diretrizes e como alvos de capacitação. Apesar da marginalização histórica e muitas vezes contínua dos pastores, este guia técnico foi desenvolvido em resposta às oportunidades emergentes para apoiar os pastores e para reforçar os seus direitos à terra e aos recursos.

Plantea que una gobernanza responsable de la tierra requiere un enfoque basado en los derechos humanos con el fin de implementar soluciones globales que resulten coherentes y efectivas a largo plazo.

This paper discusses the development of a new Land Law in Mozambique 1 , under the leadership of the Technical Secretariat (TS) of the Inter-ministerial Commission for the Revision of Land Legislation (popularly known as ‘the Land Commission’). The TS began work on the new law in August 1995 after first formulating a new National Land Policy. The National Assembly approved the law two years later. Regulations and other instruments needed to implement it were completed in December 1999.

Safeguarding property rights of vulnerable people is an important policy issue, not least in the quest for poverty reduction in poor societies. This issue has become urgent due to recent developments, including the AIDS epidemic, globalization, climate change and other similar social and natural forces. This study sets out to assess the extent to which property and inheritance rights of widows and orphans are violated or protected in the context of HIV and AIDS in two rural communities in Tanzania.
