The Ganges River basin faces severe water challenges related to a mismatch between supply and demand. Although the basin has abundant surface water and groundwater resources, the seasonal monsoon causes a mismatch between supply and demand as well as flooding. Water availability and flood potential is high during the 3–4 months (June–September) of the monsoon season. Yet, the highest demands occur during the 8–9 months (October–May) of the non-monsoon period.

This paper aims to describe the state of theart of both water harvesting (WH) andsupplemental irrigation (SI) techniques in the temperate and sub-tropical dry lands, especiallyin the countries of WANA that are characterized by a Mediterranean-type climate. In addition,three case studies of water harvesting are presented (see annex). These were selected from the case studies presented at the FAO Expert Consultation Cairo (1994). By sharing with us the success and the failure of these endeavors, the authors of the case studies illustrate many of the points that are made in the text.

A representative of the Auditor-General South Africa (AGSA) briefed the Committee on the audit outcomes and expenditure patters in the rural development portfolio for the 2014/2015 financial year. The quality of submitted financial statements for the Agricultural Land Holding Account (ALHA) was good but needed improvement. The quality of submitted performance reports for Ingonyama Trust Board (ITB) was good but required intervention from the Department of Rural Development and Land Reform (DRDLR or the Department).

The Department of Agriculture, Forestry, and Fisheries is currently developing a project in conjunction with the Department of Rural Development and Land Reform (DRDLR) to create Agri-parks in locations throughout South Africa. These Agri-parks aim to involve smallholders and local producers in the entire process of agriculture to address both food security and poverty. The Department hopes to fight issues such as the 14 million hungry South Africans, unused potential farmland, and the inequality between private agricultural business and the people.
