This Regional Law shall regulate the following aspects of land relations: (a) land as natural object and natural resource; (b) land plots; and (c) parts of land plots. Land plots shall be classified as divisible and indivisible.
The present Law implements the Federal Land Parcel Act of 2 August 1961 (BGBl. I, pp. 1091-1103) and Land Lease Act of 8 November 1985 (BGBl. I p. 2075). In particular, the Law lays down provisions dealing with registration, proceedings and authorization of land transactions. The text consists of 7 articles and 1 Annex.
This Act provides the restrictions on the acquisition of immovables arising from public interest. For the purposes of this Act, public interest is, in particular, development of the management for specific purposes of immovables used as profit yielding land which contain usable agricultural area or parcels of forest land.
The purpose of the present Act is to create a uniforme basis for the valuation of agricultural crop land with a view to taxation. Furthermore, the land valuation also serves , inter alia, for the protection of soil and to set up a soil information system.
This Law establishes legal framework and the modalities of functioning of the unified state registration system of rights to immovable property and transactions therewith. State registration is a legal act attesting rights to immovable property, real burdens (restrains), and also transactions therewith ensuring legal protection of registered rights and real burdens (restrains).

The aim of this Law is to regulate land registration in Dubai. This Law is composed of 11 Chapters divided into 29 articles. Chapter 1 deals with terms and definitions. Chapter 2 specifies the scope of application and rights of ownership. Chapter 3 contains general provisions. Chapter 4 provides for the jurisdiction of the Department of Lands and Properties.
The present Law lays down certain amendments to Law No. 7843 on the registration of immovable property, mainly dealing with the status of the Central Office for Immovable Property Registration. It changes the name of the office into the Office for Immovable Property Registration and provides further changes to the office structure, organization and activities scope.
