This Act makes provision with respect to the transcription of deeds regarding land transactions and rights and mortgages. The Act sets out the documents to be transcribe documents to be transcribed and how they are to be transcribed. Documents shall be transcribed by filing them with the Mortgage Office or the Conservator of Mortgages.

Persons having acquired a just and lawful right of title in derelict lands, either by prescription or by contract or in any other manner, may apply to the High Court to order the registration of such title (sect. 3). Section 4 provides for the application for the registration of land by persons entitled to "expropriate" such land.
The Act provides for powers of land surveyors to carry out land survey of boundaries of estates and for procedures of such survey, the review of surveys and the inclusion of surveys in survey plans. Notice of land survey shall be given 7 days prior to survey and shall be in the form as set out in the First Schedule.
The object of the Act is to provide a system for the registration of title to land and interests in land.
The present Act makes arrangements relating to lands in Forest Areas. Such lands shall be sold by the appropriate authority to peasants who have "settled down there and who have been cultivating the lands for at least one year past..." (art. 4(1)). Land left over after sale and distribution as described above shall be sold or distributed in the prescribed manner.
