In the article the questions of land resources usage in the region are carried out. Land is invariable material condition, from the one side, it is the system of region population life support, from another it is the basis of agricultural branch and foodstuffs’ production development.

This research focused on the hilly and mountainous area of Yame City, Fukuoka Prefecture, which suffered damage due to the heavy rains that occurred in the northern part of Kyushu in July 2012. The objective of this research was to identify the distribution of damage to agricultural land in the Yame City area and the districts in which it was concentrated.

The developments of reclaimed farmlands were performed actively in Osaka in the Edo era. As a result the vast lands, which amounts to more than 20,000 ha, were produced, and it was happened to exert a great influence on urban development in the last part of the Meiji era.

Preceding studies demonstrate that there are two important prerequisites that facilitate land rental in agriculture; one is outmigration of farm labor, and the other is the securement of farmers' land rights. This is especially true for the counties and/or regions where the farm sector is overemployed and farmland has yet to be privatized.

The current solutions to delivering land administration services have very limited global outreach; 75 percent of the world's population do not have access to formal systems to register and safeguard their land rights. The majority of these are the poor and the most vulnerable in society and without any level of security of tenure they constantly live in threat of eviction.
