The present Act, which shall apply to the Federal Territory, has been enacted for the purpose of planning in a proper manner the use of the same territory.
This Act lays down the basic principles of forest management and conservation, makes provision for the administration of forestry (Chap. I), the survey and classification of lands for purposes of forestry (Chap. II), and the use of forest resources (Chap. III).Basic policy principles are outlined in section 2. Section 3 contains definitions.
This Decree Law represents the basic legal framework in matter of forestry. Since it was enacted in 1923, it must be coordinated with the Constitution, which entrusts particular legislative and administrative competences to the Regions in matter of forestry as well (art. 117). The Decree consists of seven Titles. Title I makes provision for the protection of the public interests.

This Decree consists of 4 Chapters divided into 18 articles: General provisions (I); Contractual assignment of land for agricultural production (II); Contractual assignment of production forest land (III); Implementation provisions (IV).
Item 5.2 shall be amended to add the following wording: “The age of forest species shall be determined as of 1 January of the year following the year of inventory”.

This Order establishes that economic activity on land within the boundaries of national parks without expropriation shall not contradict scope and basic objectives of national park. Land management regime shall take into consideration the interests of the population living on the territory of national park.
This Order establishes that transfer of unforested land to forested land within state forest fund shall be carried out by public forest owner in accordance with the modalities set by this Governmental Order.
