This Regulation aims at strengthening the administration on urban and rural planning, arranging the urban and rural spatial distribution in an overall manner, improving the living environment, and promoting an overall, coordinated and sustainable development of urban and rural economy and society.The Regulations provides for the procedures of, and requirements for formulation, approval, amendment and implementation of urban and rural planning.
These Regulations amend the Nitrates Action Programme Regulations (Northern Ireland) 2014 in regard to penalties and the measures concerning land management and record keeping. Regulation 22 is amended to include all crops other than grass and use of appropriate measures when a subsequent crop cannot be sown (measures to prevent erosion of the soil). Regulation 23 is amended to remove restrictions applying only to late harvested crops. Regulation 30 is amended to make non-compliance with Regulations 22 and 24 an offence without a reasonable excuse.
These Regulations, make provision supplementing Council Regulation (EC) No. 2078/92, as amended by Commission Regulation (EC) No. 2772/95 which was in turn amended by Commission Regulation (EC) No. 1962/96 on agricultural methods compatible with the requirements of the protection of the environment and the maintenance of the countryside.

Paragraph 3 of the Article 12 of the Law of the RSFSR on peasant farm acquires a new wording. It reads as follows: « Citizens that set up peasant farm for the first time are exempted from payment of land charges for the period of 5 years beginning from the moment of the allotment of the plots of land. The amount, conditions and terms of payment of land charges are determined by contract. »

The Act consists of 95 sections divided into 8 Parts. In Chpater I of Part I the various types of agricultural tenancy are defined. Chapter 2 contains general provision as to new types of tenancy. Part 2 provides for the tenant's right to buy land. Part III concerns diversification of use of land under agricultural tenancy. A tenant under a tenancy mentioned in section 39(1) who intends to use the land for a non-agricultural purpose must send a notice to the landlord. The landlord may object to the notice of diversification under certain circumstances (sect. 40).
The Government decrees to validate the Regulation in accordance with Annex 1, to validate compensation norms for agricultural and forestry damages in accordance with Annexes 23 and to establish compensation factor for forestry damages and for land deterioration in accordance with Annex 4. Compensation royalties for agricultural and forestry damages are refunded to the republican budget. Annex 1 contains the Regulation that comprises 3 Sections subdivided in 29 paragraphs. Section 1 lays down the general provisions.
This Circular implements policies to provide support in terms of production land, residential land, dwelling houses and supply daily-life water to poor ethnic minority households which must meet specific conditions (Section II). The Circular includes: specific conditions that must be satisfied by the eligible households regarding dwelling houses, daily-life water and production and residential land; management, allocation and settlement of support capital sources.
Article 74 shall be amended to add the following wording: "Transfer of particularly valuable agricultural land to other land categories shall be performed in cases established by the national legislation".
