The President decrees, in accordance with the legislation currently in force, to introduce the differentiation of the state property on natural resources by designation of federal natural resources. Federal natural resources include land, water, forest, subsoil, wildlife species and plant variety of national importance.

This Order, which is made only for purposes corresponding to those of section 18 of the Agriculture Act 1986, makes provision for the designation and management of environmentally sensitive areas where maintaining or adopting particular agricultural methods is likely to facilitate the conservation, enhancement or protection of specified aspects of the environment.

This Decree sets out certain detailed rules of application for compensation and of determination of the value of the compensation for arable land, farm buildings, other real estates and assets. Certain rules of issuing of compensation bonds and financial rules regarding compensation bonds are also determined in this Decree.

The present Regulation lays down basic rules for the creation and operation of "dehkan" (private) farms, especially with regard to the allocation and use of land. Citizens have the right to leave collective farms and to start private farms. The size of the farm shall be decided by the Executive Committee of the Regional Soviet in each single case.

These Regulations are formulated in order to improve the management of land in the Shenzhen Special Economic Zone, to exploit its resources and to implement rational utilisation of the land. The Special Zone shall practice a system of "compensatory usage" and "compensatory assignment" of State owned land.

These Measures are formulated in order to give impetus to all-round reform and the opening up of China to foreigners, to reform the land use system, to try out and provide rules for a system of compensatory transfer of land use rights and to accelerate the development of Shanghai's economy.

The present Regulations are made so as to enhance the management of land use by the equity or non-equity joint ventures and wholly foreign-owned enterprises and to encourage foreign investment in the province. The location and limits of the site chosen by a foreign investment enterprise shall be subject to confirmation by local planning authorities.

This Decree creates the National Commission for Land Distribution. It consists of 6 articles establishing composition, competencies and duties of the aforesaid institution, entitled to regulate and control agricultural land use and to issue concession to exploit these lands.
