This Act amends the Asset Recovery Act in various sections concerning, among other things: administrative arrangements, the investigative agency and the enforcement agency.

These Regulations implement, in relation to town and country planning in Wales, Article 12 of Directive 96/82/EC on the control of major accident hazards involving dangerous substances in relation to inclusion of objectives in land-use policies of preventing major accidents and limiting the consequences of such accidents.
The Act provides for compensation payable or purchase money to be payable in land bonds. A vendor is not under the obligation to accept land bonds as a means of payment, except in cases where commissioners appointed under section 7 of the Acquisition of Land (Land Settlement) Act have reported to the Minister that (part of) such land is not beneficially occupied or utilised for agriculture.

Contracts affecting property rights of land and for the registration of these contracts in the cadastre must be laid down by a legal counsel on sheets of paper bearing the requisites foreseen in Article 2. This Act amends other legislation in the field of, among other things, spatial planning, water supply, forestry, agriculture and soil protection in relation with entry into force of the new Town and Country Planning Act. The Act also defines rules of transitional law.
