Soil protection is the state problem since correct and rational use of all types of soil, including barren soil, saline soils, swamped soil, alkali soil and aqueous soil are the main reserve of dynamic development of agriculture and of the national economy as a whole. The purpose of the present Law is to ensure the integrity of soil surface, conservation thereof and rise of soil fertility, to establish the rights and the duties of landholders, landowners and the state in the field of soil protection and setting up conditions for ecological production. The Law consists of 11 Articles. Article 1 lays down general provisions. Article 2 establishes the purpose of the present Law. Article 3 regards soil protection arrangements and means. Article 4 regards bans imposed for the purpose of soil protection. Article 5 establishes the tasks of state institutions in the field of soil protection. Article 6 regards local managing institutions in the field of soil protection. Article 7 regards financing of soil protection arrangements. Article 8 regards soil protection control. Article 9 establishes liability for the infringement of the legislation currently in force. Article 10 regards the application of foreign legislation and international agreements. Article 11 specifies the main concepts of the present Law.
