This Regional Law establishes plenary powers of regional state bodies and local government related to land tenure of urban land pertaining to public land. It shall not be applicable to agricultural land and land of protected areas. Regional Government shall carry out the following plenary powers: (a) decision-making related to auction sale of plots of land or trade of the right to conclude lease contracts; (b) decision-making related to transfer ion ownership of urban land plots; (c) decision-making on cessation of public servitude; (d) decision-making related to establishment of land charges; and (e) validation of distribution scheme of land plots o cadastre maps.
