This Proclamation defines the proper organization, power and functions of incorporated cities in Oromia Regional State. Municipal Service" includes water and sewerage service. A community of residents which meets the requirements for incorporation through its representatives apply to the Regional Executive Councillor to the body that it designates for a city status. A Municipal Council shall be responsible for, among other things, land planning and development and food and drugs inspection. City courts shall have exclusive jurisdiction over, among other things, environmental sanitation.
