The FAO Legal Office provides in-house counsel in accordance with the Basic Texts of the Organization, gives legal advisory services to FAO members, assists in the formulation of treaties on food and agriculture, for which the Director-General acts as Depositary, publishes legal studies and maintains a database (FAOLEX) of national legislation and international agreements concerning food and agriculture (including fisheries, forestry and water).

Soil protection is the state problem since correct and rational use of all types of soil, including barren soil, saline soils, swamped soil, alkali soil and aqueous soil are the main reserve of dynamic development of agriculture and of the national economy as a whole. The purpose of the present Law is to ensure the integrity of soil surface, conservation thereof and rise of soil fertility, to establish the rights and the duties of landholders, landowners and the state in the field of soil protection and setting up conditions for ecological production. The Law consists of 11 Articles.

Esta Norma Oficial Mexicana establece las especificaciones para mitigar los efectos adversos ocasionados en los suelos y cuerpos de agua por el aprovechamiento forestal. Las Secretarías de Agricultura y Recursos Hidráulicos y de Desarrollo Social por conducto de la Procuraduría Federal de Protección al Ambiente, en el ámbito de sus respectivas competencias, vigilarán el cumplimiento de la presente Norma.

The purpose of these Measures is to prevent and control water and soil loss, protect and rationally use water and soil resources, reduce flood and drought disasters, improve ecological environment, and ensure the sustainable development of economy and society. The Regulation consists of 18 articles.The regional competent water authority shall organize once every five years the investigation on the distribution, type, areas, damages, change tendency and control of soil and water loss.
