The FAO Legal Office provides in-house counsel in accordance with the Basic Texts of the Organization, gives legal advisory services to FAO members, assists in the formulation of treaties on food and agriculture, for which the Director-General acts as Depositary, publishes legal studies and maintains a database (FAOLEX) of national legislation and international agreements concerning food and agriculture (including fisheries, forestry and water).

This Act amends Chapter 36 of Title 21 on mortgages by adding a new article which is called the Guam Secure and Fair Enforcement for Mortgage Licensing Act of 2010. This Act provides for control on the business of mortgaged lending. No person shall engage in the business of a mortgage loan originator with respect to any dwelling located in Guam without first obtaining annually a license from Guam's Banking and Insurance Commissioner.

This Decree consisting of 2 articles applies to all private property areas adjacent to the sea. It allows for the exploitation of the maritime public domain on condition that the government approves the nature of the proposed project and area sought for exploitation. Additionally, the Decree allows any resort owner to use three times the surface area of the resort plot to construct a marina, provided that requires that the marina builder owns all the plots of land the marina would be connected to. By principle, the maritime public domain remains for the use of everybody.
