The proposed operation is a grant of three million units of account (UA 3 million) from the resources of the African Development Fund (ADF) to the Islamic Republic of Mauritania to finance the Economic Governance and Investment Management Support Project (PA2GI). PA2GI is an institutional support project intended to assist Mauritania in its efforts to ensure robust, sustainable and job-creating economic growth.

The Economic Reforms and Diversification Support Programme - Phase I is an intervention, both on the efficiency of public spending and on the production system excluding extractive industries. This is the first budget support program that the AfDB Group has implemented in Mauritania. However, it is part of the Bank's past operations, or those being implemented, in the governance sector and in the agricultural sector (PAGIP, PAGOCI, P2RS, etc.).

The proposed operation is the second phase of a programme-based budget support operation to the Islamic Republic of Mauritania. The objective of the first phase (PAREDE I), for the 2016-2017 period, for an amount of UA 6.7 million was to create conditions conducive to the diversification of the economy in order to promote inclusive and sustainable growth. The outcomes of the first phase were deemed very satisfactory.

The project aims to improve incomes and living conditions for 21,000 households in the areas of Aftout South and Karakoro. The specific objective is to help build an economic and social fabric based on sustainable natural resource management that is inclusive of poor rural households, particularly women and young people.
