This project will support the launch of a new cohort of projects in Africa entitled “Using Action Research to Improve Land Rights and Governance for Communities, Women and Vulnerable Groups”. This new research builds on findings from a first phase of IDRC-supported research, “Building Accountability around Large Scale Land Acquisitions in sub-Saharan Africa”. This body of work addresses the growing pressures on rural lands and communities’ land rights and access to land resulting from increased investments in agricultural lands in developing countries in recent years. For this round of projects, IDRC launched a targeted call for proposals in May 2017. Four proposals were selected for support that together will cover Cameroon, Mali, Nigeria, Senegal, and Sierra Leone. In complementary ways, the new three-year research projects aim to identify what works and what can be scaled up to improve land rights and governance for communities, women, and vulnerable groups in sub-Saharan Africa. An additional cluster of projects is anticipated for support in early 2018, drawing from the pool of proposals submitted through the call. This cohort inception support project aims to expand the reach and impact of those projects. It will support a joint inception workshop that will bring together the four research teams’ leads, candidates for the second cluster of projects, and additional experts. Teams will discuss common questions of research and methodology, and will plan joint activities across projects, such as a shared communication strategy. This approach builds on lessons learned on supporting cohorts, particularly the need to plan cross-project activities from the outset. Additional funds are also included for publication of a background report prepared earlier in 2017, “Commercial investments, pressures on land and legal empowerment in low and middle-income countries”, that informed the design of this body of research. Sustainable Integrated Land Management Solutions - Sustainable use of NR in Agriculture

The Swedish Embassy issued a call for proposals on Sustainable Use of Natural Resources with focus on the Agricultural sector. The call was issued in recognition of the fact that agriculture is one of the most important sectors in the economy of Zambia and apart from contributing to, is also highly affected by environmental degradation. SNV submitted a proposal to implement a project called "Sustainable Integrated Land Management Solutions (SILMS)" at a cost of 39 508 017 SEK in Lundazi and Katete districts of the Eastern Province of Zambia for the period 2015 to 2018. The Project proposes a market based approach. SNV views the proposed market approach, and rightly so, as key to the success and sustainability of the project which aims to incentivise smallholders to adopt sustainable production practices through increased income generation. At the same time the approach enables small holders to increase their production in a sustainable manner through increased access to modern farm inputs; extension services; finance and markets. The increased income will incentivise small holder farmers to adopt integrated soil fertility management, agro forestry and deforestation-free production. The increased availability of market-based services enables them to continue to use these sustainable land management practices even after the end of the Project. An overview of results expected from this intervention include: 1. 15,000 Small holder farmers improve productivity using ISFM and Agro forestry practices through increased access to inputs and extension services 2. 20,000 Small holders have increased access to markets and finance to support and sustain their adoption of ISFM and Agro forestry practices 3. Deforestation and damage to land from uncontrolled agricultural expansion in Lundazi and Katete Districts is reduced by 15% 4. The development of nationwide frameworks of practice that will enable wide spread adoption of ISFM and agro forestry practices and replication of the deforestation free supply chain model to other commodities is supported SNV will be the implementer of the project and will manage the grant and oversee the project’s implementation. The Stockholm Environment Institute (SEI) and the World Agroforestry Centre (ICRAF) will be sub-contracted to provide technical expertise to the project. The total budget for technical assistance that will be subcontracted to SEI over the three year period is 304,428 Euro. The budget for ICRAF for technical assistance is 146,130 Euro.
ProDem Municipal Development Programme - ProDem Main component

The overall Immediate Objective of PRODEM is “Contribute to urban poverty reduction and sustainable development of the municipalities, through improvements in municipal governments administration and service delivery, resilience to climate change impact, social accountability and citizen’s participation” ProDem puts an emphasis on increased revenues for the municipalities, and on improved financial management. A special methodology for participation and accountability will be applied, the Munisam. Mozambique has a lack of infrastructure in the local environment. ProDem will contribute to improved resilience, environmental sustainability, and to improved waste management. In order to strengthen coordination and policy development at ministerial level, the ProDem will contribute to strategically important areas at with a national coverage, and will support also the organisation for municipal cooperation ANAMM. ProDem will cover 50% of the municipalities in the country, and has close cooperation with other similar programmes, contributing to coordination between these. The government of Mozambique has requested that donor partners support the process to develop and strengthen municipalities. In ProDem, the donors (Sweden, Ireland and Switzerland) will delegate implementation to Denmark, which will be the lead agent and have all contractual relations with the implementing organisations. Via a Joint Financing Agreement Denmark will be obligated to procure a consultant (the Service Provider). A basket fund is created via a bank account under control of Denmark. The basket fund will transfer funds to the Service Provider that will do financial management, results management, general management and technical assistance, and to the government. The Service Provider will enter into agreement with all municipalities that will implement investments and the other organisations that will contribute to the implementation of the programme. A lesser part (approx. 6%) of the financing will be executed by the Government via the Single Treasury AccountThe Joint Financing Agreement (JFA) will constitute the contribution agreement, and is built on the templates and intentions in the Nordic Plus arrangement. Initial time for the contribution is two and a half years, but both the project document and the contract with the implementing consultant are designed to allow an extension of two years, up to four and a half years, which is seen as a natural step after a mid-term review have been undertaken. In addition to the JFA there will be a Memorandum of Understanding between donors and the Government of Mozambique.

GESTERRA was a programme that was implemented between 2013 and 2019, aiming to establish a well-designed and regulated, transparent and implemented land governance system as the basis for inclusive social and economic development. The programme had two main components: (i) Land governance for an integrated vision of land management and land administration, and (ii) Land administration services and building of the National Land Cadastre. The programme focused on institutional capacity building, system development, and de-centralised roll-out of the land administration system. Through DINAT, the National Land Registry in Mozambique (the 'Direcção Nacional de Terras), the Government of Mozambique would be able to lead the land management process and play a critical and constructive role in land governance, with improved communication and enforcement of technical norms and standards for land administration, as well as monitoring and quality control.

The Project Development Objective (PDO) is to support sustainable land management practices and increase communities monetary and non-monetary benefits in targeted Project areas which are mainly in erosion prone rural upland areas. This PDO is to be achieved through the support of alternative livelihoods and provision of environmental services and through sustainable utilization of wood andpasture products in the long term. The Project will particularly focus on enhancing the financial, economic, and institutional sustainability of land use and natural resources management, and will help build capacities of Albania farmers, community organizations and government institutions to efficiently use EU funding.

Interrogating Large-Scale Land Acquisitions and Their Implications for Women in Sub-Saharan Africa
General
Despite their critical role in promoting food security on the African continent, women continue to be marginalized in the distribution and allocation of land. The implications for both family survival and national food security are far-reaching. This project will support research to examine the conditions needed to allow women to become empowered to participate in large-scale land acquisition (LSLAs) processes. The objective is to help ensure that sub-Saharan Africa puts the legal and policy frameworks in place to foster better accountability and legitimacy on issues of land governance. African women must continue to engage in food crop farming to ensure food security for their families and for the continent at large. This is only possible if their right to land is protected, respected, and fulfilled. Previous studies have shown that African women's right to land is seriously under threat. Traditionally, African women have not had equal access to land and weak land laws and governance processes related to LSLAs are further eroding their access. We are now learning more about the impact of LSLAs on livelihoods in affected communities but little evidence exists on gender differences. Little is also known about how African women have developed strategies to foster more equitable land governance policies and practices to ensure greater accountability and transparency around LSLAs. This research seeks to fill these knowledge gaps. The ultimate goal of the project is to promote land governance policies that treat both genders more equally and that contribute to greater accountability and transparency around LSLAs. The research will be implemented in six communities in three African countries: Ghana, Cameroon, and Uganda. All three have experienced LSLAs. The research team will explore the following: -land acquisition processes; -winners and losers in these transactions; -ways in which the losers (specifically, rural African women) respond to their situation; and, -extent to which these responses are successful. The project will create gender-sensitive evidence-based knowledge that can be used by women, local communities, non-state actors, and public authorities to enhance accountability and legitimacy in LSLAs processes. It will also propose gender inclusive strategies for formal and informal institutions that will respect, promote, and protect women's rights in LSLAs processes.
