The Sustaining inclusive Collective Action that Links across Economic and Ecological Scales in upper watersheds (Scales) project fits mainly in People and Water in Catchments Theme (Theme

2) of the CPWF. Its goal is to contribute to poverty alleviation in the upper watersheds of the

tropics through improved collective action for watershed resource management within and across

social-spatial scales. Scales worked though an integrated program of collaborative action

research, development, and capacity building in key catchments of the Nile and Andes basins, as

This report addresses the economic, environmental and social dimensions of agricultural development, with the objective of ensuring food and nutrition security, in terms of availability, access, utilization and stability. It focuses on the livestock component of agricultural systems, given the role of livestock as an engine for the development of the agriculture and food sector, and as a driver of major economic, social and environmental changes in food systems worldwide.

Examines decision making models formulated to guide the allocation of funds between alternative lines of research, issues emerging from the survey to the formation of ILCA's research policy, and various theories that account for the direction that research has taken in different contexts and reviews the past allocation of resources to livestock research in 10 African countries; includes proposal for further work.
