Demand for second-stage land certification in Ethiopia: Evidence from household panel data

Ethiopia has implemented one of the largest, fastest and least expensive land registration and certification reforms in Africa. While there is evidence that this ‘first-stage’ land registration has had positive effects in terms of increased investment, land productivity and land rental market activities, the government is now piloting another round of land registration and certification that involves technically advanced land survey methods and computer registration.

Societal drivers including poverty eradication, gender equality, indigenous recognition, adequate housing, sustainable agriculture, food security, climate change response, and good governance, influence contemporary land administration design. Equally, the opportunities provided by technological development also influence design approaches. The Land Administration Domain Model (LADM) attempts to align both: the data model provides a standardised global vocabulary for land administration.

Cross-cutting challenges to innovation in land tenure documentation

Since around 2011 pilot projects to innovate land tenure documentation are being implemented in various countries in the global south in order to address the shortcomings of formal land registration. A longer-term question, underlying the present study, is how these innovations relate in the longer run to existing institutional arrangements of land governance in the respective context of implementation. Guided by this more general question, we discuss in this paper first the characteristics for 6 of these approaches.

The dearth of land information on customary lands limits the development and application of land consolidation. This paper presents and discusses the results of an experiment carried out to test the potential of participatory land administration applied on customary lands in support of land consolidation. The concept of Participatory Land Administration (PLA) which is developed in the context of the evolution of crowdsourced, volunteered, and participatory approaches provides new insights into neogeography and neocadastre, and fit-for-purpose and pro-poor land administration.

Scaling up promotion of land rights and improved access to land for the poor, women and other vulnerable groups has been at the core of the global land community’s agenda. The pro-poor land recordation tool (PPLRT) offers an alternative approach to both conventional and emergent responsible land tools, which can be implemented on its own and in combination with other tools. This paper explored the challenges emanating from the existing institutional frameworks dealing with land administration in providing property right in Burundi. A mixed research design has been applied to capture qualitative and quantitative data. A desk review of different government reports, academic papers and books have been consulted.
