This Act provides the general framework for principles regulating land relations in the USSR and the Union Republics. Union and autonomous Republics are to promulgate more detailed legislation within this framework. This Act excludes relations regarding mining, forestry, water and the protection of flora, fauna and the atmosphere.

This Act makes provision for a wide variety of matters relative to tenure of and transactions regarding land for which a certificate of title was issued.The certificate of title of lands to which this Act applies shall be issued by the registrar of Titles in the form as set out in the Second Schedule to this Act.
This Act sets out the procedures, principles and criteria for the adjudication of land in an area declared to be an adjudication area by Order of the Minister made under this Act. The Act also declares all waste and unoccupied land to be Crown land.The Minister shall appoint an Adjudication Officer who shall be in charge of the adjudication of land in the area.

This Act contains rules relating to revision of registers of lands. In accordance with section 3, the Ruler in Council is entitled to declare any area falling within the State of Kelantan to be a Settlement Area. Such declaration shall be notified in the Gazette.
This Law makes provisions with respect to the collection and disposal of information in relation to private land. It sets forth the administrative procedures to be followed by landowners in order to declare and register their properties into the National Cadastre.
