The Government of Moscow and the Committee on Land Resources and Land Survey note that under the conditions of ongoing economic transformation in the city of Moscow increases the importance of keeping state land cadastre.

These Regulations, amend the Landfill Tax Regulations 1996 to provide a number of changes to the scheme whereby landfill site operators are entitled to credit based upon the contributions they give to approved bodies with objects concerned with the environment.

The Order amends Finance Act 1996 in order to provide for an additional exemption from the new landfill tax, which Part III of that Act introduces. The exemption is in respect of disposals of waste material that has resulted from certain land reclamations. Article 3 provides for the insertion in the Act of new sections 43A and 43B.

These Regulations make provision for the administration and assurance of landfill tax. In particular: Part I provides for the Regulations to come into force on 1st August 1996, defines expressions used in them and provides for certain decisions of the Commissioners to be made in writing. Part II regulates the registration of persons who intend to make taxable disposals.

The Government decrees to validate the Regulation. The Interministerial Co-ordination Commission functions for the period of effect of the Agreement between the Russian Federation and the International Bank for Reconstruction and Development concerning the land based credit for putting into effect land reform.

Land tenure in the Russian Federation is requiring payment. Land charges include land tax, rent and normative land value. Landowners, landlords and land tenants, except for leaseholders, are liable to annual land tax. Land transferred on condition of lease is charged with rent.

El presente Decreto determina que tres millones ochocientas mil hectáreas identificadas por el Instituto Nacional de Reforma Agraria, sean destinadas para dotación a favor de campesinos, colonizadores e indígenas, respetando su libre disponibilidad y la capacidad de uso mayor de la tierra, preservando los derechos adquiridos por terceros con anterioridad al presente Decreto Supremo.

These Regulations make a number of amendments to principal Regulations of 1994. These amendments provide that relevant planning authorities must send to the Dublin Transportation Office (DTI) copies of development plans and also of planning applications and details of proposed local authority development, including environmental impact statements, where these may impact on the DTI Strategy.
