This Decree regulates Land Act No. 19/97 establishing right of use and conditions for exploiting public lands. It consists of 7 Chapters and 1 technical annex specifying different land uses, listing obligations and rights of foreign or national entities, fees to be paid in order to obtain a licence for land exploitation, etc.

Regulations promulgated by the Republic of Palau Environmental Quality Board (“the Board”). They regulate earthmoving operations, i.e. any construction or other activity which disturbs or alters the surface of the land, coral reef or bottom of lagoons (reg. 3).

This Decree lays down provisions for implementing Provincial Act No. 21 of 21 October 1996 relative to the forestry sector. The Decree is divided into three Titles and contains two Annexes. The Government decrees to establish that Geodetic and Cartographic Service (ROSKARTOGRAFIJA) is the Federal Executive Body entitled with the special functions (executive, control, survey, authorizing, regulating and others) in the field of geodetic and cartographic activity and the nomination of geographic objectives.

"Transfer of forest resources" refers to the economic activities to transfer the ownership of woods and the right of use of the forest land (wildlife, mineral resources and underground matters are not included) from one to another. Timber forest, groves of bamboo, economic forest and fuel forest are transferable (art. 5).

The President of State Committee on Land Policy, for the purpose of ensuring the realization of Federal Special Program (FSP) “Development of land reform in the Russian Federation for the period of 1999-2002”, orders to validate operation plan of the Committee (GOSKOMZEM) regarding the realization of the Program.
