This Circular implements policies to provide support in terms of production land, residential land, dwelling houses and supply daily-life water to poor ethnic minority households which must meet specific conditions (Section II).

The Act provides for the planning of land and water use and the creation of zones for specific purposes. Section 3 sets out the tasks of the Chief Planner, who shall be an adviser in planning to central and local authorities. Every local government council shall establish a planning commission in accordance with section 4. The mayor shall be chairman of the commission.

This Decree establishes the compensation of the ex-owners of lands. It consists of 8 articles specifying that the compensation to be given to the ex-owners (including agricultural lands, touristic lands and urban lands) depends on the land extension. Conditions for benefeting from these compensation programme are established in the text.

This regulation implements the Land Title Act 1994. It specifies the location of offices of the land registry, the forms to be used in the office of the land registry and the fees payable under the Act. The regulation is completed by two schedules, one on offices of the land registry and one on fees.
