This Regional Law establishes the modalities of organization and performance of public control as a form of public participation. It shall not be applicable to elections and referendum.
This Registration of Title Act, consisting of 45 sections, specifies the registration of title to every land parcel in accordance with the cadastral map prepared for that purpose.

This Regional Law establishes the modalities of calculation of lease for public land plots and land plots with undelimited ownership, allotted on lease without public tender (auction). It establishes calculation formula for lease of land.
The present Law implements the Land Parcel Act of 28 July 1961, the Land Lease Contracts Act of 8 November 1985, the Agricultural Adaption Act in its version of of 3 July 1991. In particular, the Law lays down provisions relating to the correct and efficient implementation of the afore-mentioned Acts.

The Land Code Act has been amended with Section 96 bis providing that a foreigner is allowed to purchase land in Thailand for residential purpose and the land to be purchased shall be not more than one rai in area, and permission from the Ministry of Interior must be obtained.
