This Order allows for the creation of a nationally significant infrastructure project and associated development described in Schedule 1 and a corresponding marine habitat. This Act establishes a voluntary national program within the Department of Commerce to encourage coastal States to develop and implement coastal zone management plans. Funds were authorized for cost-sharing grants to States to develop their programs. Each State's plan was required to define boundaries of the coastal zone, to identify uses of the area to be regulated by the State, the mechanism (criteria, standards or regulations) for controlling such uses, and broad guidelines for priorities of uses within the coastal zone.

This Act designates various undeveloped coastal barrier islands for inclusion in the Coastal Barrier Resources System (areas adjacent to or contiguous with lands managed for conservation purposes). Areas so designated were made ineligible for direct or indirect Federal financial assistance that might support development, including flood insurance. Exceptions for certain activities, such as fish and wildlife research, are provided, and National Wildlife Refuges and other, otherwise protected areas are excluded from the System.

This Order, made under the European Communities Act 1972, the Water Industry Act 1991, the Environment Act 1995, the Fur Farming (Prohibition) Act 2000 and the Marine and Coastal Access Act 2009 revokes five instruments which are spent or otherwise superseded in respect of England and/or Wales. The Water and Sewerage (Conservation, Access and Recreation) (Code of Practice) Order 1989(e) is revoked, so far as it applies in relation to the Environment Agency and to water undertakers and sewerage undertakers whose area of appointment is wholly or mainly in England.

In 2005 the EU began far-reaching reform of its sugar sector resulting in a cut of 36% over four years (2006-2010) on the guaranteed price for raw sugar, which is the main variety exported by Caribbean countries. In anticipation of the impending cuts the Government of St. Kitts and Nevis took the decision to stop sugar production in 2005 after centuries of sugar production.

These Regulations amend the Beach Control (Licensing) Regulations, 1956 by: replacing the marginal note to regulation concerning manner and form of application and issue of licence; providing for the payment of fees specified in Column 2 of the Second Schedule; providing for the duration and renewal of a licence.
