The Act provides for the establishment in Malta of the Land Registry for the purposes of registration of title to land. The Act consists of sixty sections divided into the following ten Parts: (I) Preliminary; (II) Administrative provisions; (III) Registration of land; (IV) Dealings with registered land; (V) Cautions; (VA) Cautionary charges; (VI) Land and charge certificates; (VII) General provisions concerning registration; (VIII) Rectification of Register and indemnity; (IX) Miscellaneous provisions; (X) Rules and fees orders.

Land Acquisition (Public Purposes) Ordinance.

The Ordinance lays down rules governing the acquisition of land for public purposes, which means any purpose connected with exclusive government use or general public use. The President of Malta may by declaration signed by him declare any land to be required for a public purpose. Moreover, the President of Malta may for any public purpose declare by proclamation that any land is subject to clearance rights or to subsoil rights.

Special Development Areas Act.

Where the Government has earmarked an area within Malta for public acquisition with a view to its development for a public purpose, the Minister responsible for public works may declare such an area to be a Special Development Area. Article 4 establishes the effects of such declaration.

The stock of land in accordance with its destination is subdivided into the following categories: 1) agricultural land; 2) urban land; 3) industrial land; 4) land of protected areas; 5) forest land; 6) water land; 7) reserve land. The document consists of 5 Sections composed of 21 Chapters that contain 170 articles. Section 1 (Chapters 1-2) lays down general provisions. Chapter 1 (arts. 1-12) lays down general provisions. Chapter 2 (arts. 13-19) establishes competence of state institutions in the field of land relations.

Loi nº 02-08 relative aux conditions de création des villes nouvelles et de leur aménagement.

La présente loi fixe les conditions de création des villes nouvelles et de leur aménagement. Sont considérées comme villes nouvelles toutes créations d'établissements humains à caractère urbain en sites vierges, ou s'appuyant sur un ou plusieurs noyaux d'habitat existants. Le schéma national d'aménagement du territoire prévoit l'opportunité de création de ville nouvelle et en détermine les fonctions et la localisation.

Décret exécutif nº 03-313 fixant les conditions et les modalités de reprise des terres agricoles du domaine national intégrées dans un secteur urbanisable.

Le présent décret fixe les conditions et les modalités de reprise des terres agricoles du domaine national intégrées dans un secteur urbanisable, en vertu des instruments d'urbanismes approuvés conformément à la législation en vigueur. La reprise par l'Etat de ces terres est subordonnée à la constitution par l'administration technique d'un dossier qui sera soumis pour examen a la commission prévue à l'atricle 3 de ce même décret.

Law No. 466 on the industrial zoning in the Metropolitan Region of Rio de Janeiro.

This Law, composed of 18 articles, regulates the industrial zoning in the Metropolitan area of Rio de Janeiro. It defines 3 areas for the establishment of industrial activities, namely Areas of Strictly Industrial Use (ZEI), Areas of Mainly Industrial Use (ZUPI) and Areas with Diversified Use (ZUD). The law establishes the competent bodies for the zoning and the classification of industrial activities. For the ZUD areas, it requires a Plan aimed at rationalise the land use for industrial purposes and to minimize environmental impacts.

Presidential Decree No.1263 of 1997 regarding sale of the plots of land destined for construction and situated on the territory of urban and rural settlements or the concession of them in lease to physical and legal persons.

The President, for the purpose of ensuring turnover of the plots of land situated on the territory of urban and rural settlements and till the adoption of the respective federal law, decrees to establish that the plots of land situated on the territory of urban and rural settlements, destined in accordance with land use planning documentation for construction, or the right of lease of the aforementioned plots of land must be sold to natural and legal persons through tenders if otherwise is not envisaged by the legislation of the Russian Federation.

A Proclamation to provide for the utilization of urban land. Urban land is defined as all land within urban boundaries (art. 2). The Proclamation shall apply to urban land held by a permit system, or by lease-hold system, as well as by other means in force prior to those systems (art. 3). Urban land may be held in long-term lease by permit in accordance with plan guidelines, on auction or through negotiation on the basis of a decision of the Region or city concerned (art. 4). A leasehold deed shall be conferred upon a person who is permitted to hold land on lease.
