The scope of this Regional Law shall be to ensure fertility of agricultural land by owners, landlords, land tenants and leaseholders. The main arrangements for ensuring soil fertility shall be: (a) elaboration and realization of regional programs; (b) soil, agrochemical, phytosanitary, ecological and toxicological inspection; (c) investments in soil conservation and reproduction; and (d) improvement of soil quality and fertility.

This Act provides with respect to the acquisition of land on the basis of a resolution of Tynwald for public purposes and compensation in relation with such acquisition. It, among other things, sets out the procedure for authorising compulsory purchase; requires disputes to be solved by an established procedure which includes arbitration; provides for acquisition by agreement; purchase or redeem of the interest of the mortgagee of any of the land; presumption of planning approval (also in respect of land used for agricultural purposes).
