The purpose of the present Law is to achieve the objectives and principles of federal and cantonal legislation in the field of land use planning and construction. The text consists of 127 articles divided into 8 Parts as follows: General provisions (1); Land use planning (2); Development (3); Land consolidation and boundary adjustment (4); Measures to promote the availability of land (5); Building regulations (6); Procedural provisions, administrative enforcement and penalties (7); Transitional and final provisions (8).

This Action Plan on Prevention and Control of Soil Pollution is a cross-sectoral Plan issued by the State Council regarding prevention and remediation of soil pollution to comprehensively improve the nation’s soil quality by the mid-21st century.The coverage of the Plan is national. China’s soil quality is facing severe challenges, due to adverse natural conditions in some regions, as well as anthropic factors including irrational mining and agricultural activities and fast urbanization. The soil contamination has drawn great concern of agricultural product safety and public health.

The purpose of the present Law is to safeguard the public interest on the occasion of the transfer of land or parts thereof, taking into account the need to comply with the principles of a sustainable protection of the environment, nature and landscape.

El presente Acuerdo tiene por objeto establecer los procedimientos que la dependencia encargada de tierras, sea la Subsecretaría de Tierras y Reforma Agraria o la unidad administrativa que la reemplace, por delegación de la Autoridad Agraria Nacional, debe ejecutar para dar cumplimiento a las disposiciones contenidas en la Ley Orgánica de Tierras Rurales y Territorios Ancestrales y su Reglamento General de aplicación.

En virtud de este Decreto se reforma el primer párrafo del artículo 166 de la Ley Agraria. Queda establecido que los tribunales agrarios proveerán las diligencias precautorias necesarias para proteger a los interesados. The Agricultural Perspective Plan (APP) is a national strategy with a cross-sectoral approach with a duration of twenty years (1995-2015). Its goal is to add two percentage points to the country’s agricultural growth which would expand per capita agricultural growth sixfold, from its current 0.5% to 3% per year. The APP strategy is based on the acceleration of the agricultural growth rate sufficiently to obtrain strong multiplier effect on growth in employment, both in agriculture itself and in nonagricultural sectors.
