La presente Ley de Protección a los ocupantes de zonas clasificadas como especiales, establece que por el plazo de veinticuatro meses se suspenderá el desalojo de personas, demolición de obras, actividades y proyectos en la zona marítima terrestre, zona fronteriza y patrimonio natural del Estado, salvo aquellas que sean ordenadas mediante resolución judicial o administrativa en firme, fundamentándose en la comisión de daño ambiental o cuando exista peligro o amenaza de daño al medio ambiente.
La presente Ley Orgánica de Ordenamiento Territorial, Uso y Gestión de Suelo, tiene por objeto fijar los principios y reglas generales que rigen el ejercicio de las competencias de ordenamiento territorial, uso y gestión del suelo urbano y rural, y su relación con otras que incidan significativamente sobre el territorio o lo ocupen, para que se articulen eficazmente, promuevan el desarrollo equitativo y equilibrado del territorio y propicien el ejercicio del derecho a la ciudad, al hábitat seguro y saludable, y a la vivienda adecuada y digna, en cumplimiento de la función social y ambiental

The purpose of these Measures is to regulate the investigation, monitoring and evaluation of the quality of cultivated lands. This Act amends the Public Procurement and Disposal of Public Property Act in provisions concerning, among other things, establishment of Public Procurement Review Board and appeal from Review Board. It also inserts a new Part (VIa) on the disposal of state land, which may be subject to regulations made by the Minister, the State Lands Act notwithstanding.

The Guideline provides for areas of the public forestry and pasture fund that may be leased according to the public competition/bidding procedures. The forestry authorities assess the forestry and pasture areas at the beginning of the year and submit the proposed list of leases to the municipality together with a detailed report on their potential use. La presente Resolución aprueba los Lineamientos para la ejecución del procedimiento de otorgamiento de tierras eriazas en parcelas de pequeña agricultura, que son de obligatorio cumplimiento por parte del personal que labora y/o presta servicios en la Dirección Regional de Agricultura u órgano o unidad orgánica de los Gobiernos Regionales que haga sus veces, que participe en las actividades y/o procesos vinculados en la tramitación de expedientes de otorgamiento de tierras eriazas en parcelas de pequeña agricultura.
La presente Resolución, como consecuencia de la nueva legislación en materia de otorgamiento de tierras eriazas, deroga la que estableció un procedimiento para identificar e incorporar al dominio del Estado las tierras eriazas de libre disponibilidad que debían ser otorgadas por la entonces Comisión de Promoción de la Inversión Privada (COPRI) a favor de terceros, bajo la modalidad de subasta pública para concesión o venta.

Article 1 shall be amended to add the following wording: “Leaseholder of a plot of agricultural land pertaining to public or municipal ownership shall have the right of purchase of such plot of land in ownership in case the right of lease originates from conversion of permanent (open-ended) tenancy or life-long hereditary possession of such plot of land to lease, at the cost equal to 15 percent of its cadastre value”.
