Provisions concern applications for permits made under sections 11 and 29 of the Pollution Act of 1981. They do not apply to applications which can be made also on the acts regulating surface waters or the Continental Shelf Act.

According to the provisions of this Ordinance, whenever any land is sold, leased or alienated by the State the Minister may cause the boundaries of such land to be defined by permanent marks. It shall be the duty of the owner or occupier of any land to keep said marks in good repair.

The newly instituted Survey and Demarcation Division shall conduct the survey and definiton of boundaries of the so called reserved Forests of Bhutan and shall widely spread information about the forest areas included under this provision, in order to ascertain eventual claims of rights on forests and their products, land and water courses or grazing and pasture rights.

Part I, Management of forests and forested lands: provisions are made on social and community forestry in order to preserve, manage, maintain, rehabilitate forests and forested lands by maen of strategic planning, appointing Directors of Forestry to organize, supervise and implement the plans, encouraging investments in forestry industrial production.

Subsection (2) of section 13 is renewed. It provides for the publication of a permission to carry out development. The new section 15 concerns appeals by persons aggrieved by a permission to carry out development. Objections may be lodged with the planning authority. Appeal against the decisions of the authority may be had with the British Resident.

This Resolution consists of 4 Chapters divided into 27 articles: Appropriation circumstances (I); Appropriation arrangements and administrative arrangements (II); Estimation Committee (III); General provisions (IV). Ministries, Authorities, Departments and Public Establishments can appropriate Real Estate and land for public benefit according to this Law (art. 1).

This Resolution is composed of 37 articles. Terms and definitions are given in article 1. Lands shall be divided into 3 parts: public lands, private lands and endowment lands (art. 2). There shall be two systems for land registration: individual and corporate body (art. 3). The inheritance right shall be written if it includes a land (art. 10).

These Regulations concern enforcement of payment of service levy imposed under section 4A of the State Land Act. Interest is due on default (reg. 3). A Notice shall be issued on the occupier who defaults on a loan but there exists also the possibility that the loan is cancelled altogether (reg. 4). The property of the defaulting occupier may be sold on regulation 7.

Deputy Premier orders to forward the Basic Regulations for registration and application by the ministries and institutions entitled to elaborate normative acts regarding mortgage. Mortgage can be applied to the plots of land, including agricultural land.

Plant quarantine fees payable in respect of plant quarantine and phytosanitary services as set out under Column I in Part A shall be at the rates specified against such service under Column II in Part A of the Schedule.
