The present Regulation implements the Land Titles Act (Chapter L. 5). At the outset the text contains the definition of “electronic format” and “non electronic format”. Section 3 establishes various land titles divisions in application of section 85 of the above-mentioned Act. The text consists of 14 sections.
These Regulations are determined pursuant to Article 28, Paragraph 2 of the Soil and Groundwater Pollution Remediation Act.
The Presidential Decree stipulates that plots of public land shall be transferred to citizens for private ownership according to their cadastre value, except for plots transferred at a preferential price or by auction for individual construction.

This Law is composed of 9 chapters, setting out the duties of the State and regulating land surveys and cartographic activities in order to create a framework for such activities and to provide a professional and efficient service. Chapter 5 deals with the carrying out of land surveys. Ownership questions and cartographic activities are regulated in Chapter 7.
Article 17 shall be amended to add the following wording: “Expropriation of land plots for regional public needs or for municipal needs shall be performed in exceptional cases on the grounds envisaged by the federal legislation”.
