The purpose of this Act, which consists of 14 Articles, is to determine the boundary of the coastal zone and inland as well as to regulate provisions regarding their ownership and use. According to the Act, any construction in the determined limit of the coastal zone and inland is prohibited unless for necessary public facilities.

Article 9 shall be amended to add the following wording: “Plots of public land with undelimited ownership shall be allotted to natural and legal persons, on the grounds envisaged by Land Code of the Russian Federation, in ownership or on lease”.
