The President decrees to validate the Statute of the Plenipotentiary Envoy in the Federal Districts. The Plenipotentiary Envoy is a public official that represents the President in each given Federal District. The Plenipotentiary Envoy provides for the realization of the constitutional rights of the head of state within the respective Federal Districts. The Plenipotentiary Envoy provides for the coordination of the activity of the Federal Executive Bodies within the respective Federal District, organizes the supervision and control over the application of the Federal Laws, Presidential decrees and Orders, Ministerial Decrees and Orders and Federal Special Programs (FSP).
