The Government of the Russian Federation and the administration of the Rostov Region have agreed as follows: 1) To recognize that state functions, responsibility and plenary powers in the field of construction, architecture, urban planning and housing and communal services on the territory of the Rostov Region are delimited at the three levels: first (federal) regards functions, responsibility, plenary powers and competence carried out by the Government of the Russian Federation; second (joint competence) regards functions, responsibility and plenary powers carried out jointly by the Government of the Russian Federation and by the administration of the Rostov Region; third (regional) regards functions, responsibility and plenary powers carried out by the administration of the Rostov Region. 2) The Government of the Russian Federation, in carrying out federal functions on the territory of the Rostov Region, is entitled to: elaborate and ensure the realization of state policy in the field of construction, architecture, urban planning and housing and communal services taking into account the interests of the Rostov Region; elaborate current and long-term prognoses of social and economic development of construction complex and housing and communal services of the Russian Federation, taking into account the proposals of the administration of the Rostov Region; elaborate legislative and normative legal acts regarding architecture and urban planning; carry out state support of construction complex and housing and communal services within the limits destined for this purpose by federal budget; establish the modalities of licensing of activity in the field of designing, construction, architecture and housing and communal services. 2) The Government of the Russian Federation and the administration of the Rostov Region, in carrying out joint competence on the territory of the Rostov Region, carry out the following commitments: to carry out organizational and methodological foundations of setting up and keeping of state urban planning cadastre and the system of monitoring of hazardous environmental and technological processes and control over environmental protection arrangements and functioning of protective constructions; render assistance in carrying out energy-saving policy in the field of construction and housing and communal services. 4) The administration of the Rostov Region, in carrying out regional competence on the territory of the Rostov Region, carries out the following commitments: to elaborate and carry out regional policy in the field of construction, architecture, urban planning and housing and communal services taking into account federal programs in course; elaborate and carry out regional branch programs, including those for engineering protection of populated areas from disasters; favour development of individual housing through unimpeded allotment of the plots of land and drawing in extra-budgetary funds for development of engineering and social infrastructure; carry out regulation and control over development of engineering infrastructure, quality of urban environment, ensuring reliable, stable and safe from the ecological point of view functioning of housing and communal services on the territory of the Rostov Region.
