The purpose of this Decision is to provide for the uniform application of legislation on the expropriation, including acquisition, of land from landowners and tenants for public purposes. The Supreme Court holds that local executive bodies shall bring lawsuits related to land expropriation for public purposes only in cases where the landowner or tenant dispute a decision on land expropriation, or dispute the price in cases of compulsory land acquisition.
