The Government decrees to validate the Regulation. The Federal Committee on Land Resources and Land Survey is entitled to provide for generalisation of information on purchase and sale of the plots of land and carry out the analysis of land market. This Regulation is applicable in the process of purchase and sale by the Russian nationals of the plots of land or their shares for the purpose of conducting subsidiary smallholding, gardening or individual housing. The document consists of 8 Articles.

The Act consists of General Section and Particular Section composed of 8 Chapters that contain 129 articles. Housing Legislation of the Republic of Belarus is based upon the Constitution and comprehends Housing Code, Presidential decrees and edicts, Ministerial decrees and other legislative acts that regulate housing issues. Article 9 establishes that the citizens of Belarus have the right to the assignation of the plots of land for individual housing.

First deputy chief of the Committee orders the Chiefs of district administrations, in case of carrying out mapping on location to perform re-registration, legalisation and issue of the legal documents (certificate of land ownership, certificate of life-long inheritance, certificate of open-ended (permanent use of land, lease contract) to the physical persons on the plots of land conceded for individual housing and summer cottage construction if the measures resulting from land survey differs (excess or shortage) of the total area no more than 10%. The Mayor-President of the Government of St.Petersburg, for the purpose of ensuring the right of citizens to allotment on condition of ownership of the plots of land for individual housing, gardening and summer cottage construction orders as follows : 1). Chiefs of district administration are authorized to validate the measures and the boundaries of the plots of land with due regard for urban planning documentation at the presentation of the Committee on Land Resources and Land Survey. 2).

The Committee entitles its regional, provincial, territorial branches to carry out permanent information of the population through mass media of the availability of land suitable for organization of peasant farms, collective gardening and truck farming, individual housing and summer cottage construction and the modalities of allotment of the plots of land destined for this purpose.

El presente Decreto determina que tres millones ochocientas mil hectáreas identificadas por el Instituto Nacional de Reforma Agraria, sean destinadas para dotación a favor de campesinos, colonizadores e indígenas, respetando su libre disponibilidad y la capacidad de uso mayor de la tierra, preservando los derechos adquiridos por terceros con anterioridad al presente Decreto Supremo.

The Government decrees to validate the Regulation. The Interministerial Co-ordination Commission functions for the period of effect of the Agreement between the Russian Federation and the International Bank for Reconstruction and Development concerning the land based credit for putting into effect land reform.

Land reserves in the Republic of Kazakhstan shall be divided in accordance with their designated purpose into the following categories: 1) lands of agricultural designation; 2) lands of residential areas (cities, towns, settlements and rural residential areas); 3) lands used for industry, transport, communications, defence and other non-agricultural purposes; 4) lands of specially protected territories, lands of health rehabilitating, recreational, historical and cultural designation; 5) lands of the forest reserve; 6) lands of the forest reserve; 7) lands of the reserve.

The President, for the purpose of conformation of normative legislative acts of the President of the Russian Federation to some Federal Laws decrees as follows : 1). To invalidate items 3 and 4 of the Presidential Decree No.480 of 1993 “On additional measures for the allotment to the citizens of the plots of land”. 2). To invalidate paragraphs 1,2,4,7 of the item 3, paragraphs 1,2 of the item 5, paragraph 2 of the item 8, paragraphs 4,9 of the item 9 of the Presidential Decree No.167 of 1993 regarding the regulation of land relationship and the promotion of land reform in Russia. 3).

The Government of the Russian Federation and the administration of the Rostov Region have agreed as follows: 1) Land within the boundaries of the Rostov Region can be classified as federal property, regional property, municipal property, private ownership and other forms of ownership in accordance with the legislation of the Russian Federation and the legislation of the Rostov Region.
